This evaluation report summarizes the outcomes from the Illinois Alcohol and other Drug Abuse (AODA) waiver demonstration, which began in Cook County, Illinois, in 2000. The waiver demonstration seeks to improve reunification and other family permanency and safety outcomes for foster children from drug-involved families through the utilization of recovery coaches, a mobile assessment unit, and an AODA assessment service at the juvenile court building.
