Developed through a contract with the Office of National Drug Control Policy the resource provides commentary and model legislation intended to 1) protect pregnant or postpartum individuals with substance use disorders from being penalized for seeking medical treatment, 2) ensure that infants affected by such disorders are not automatically reported for abuse or neglect, and 3) establish comprehensive care and support systems for both individuals and their infants, including education, training, and confidential reporting mechanisms. Jurisdictions can use this information to build or enhance their policies and practices related to family care plans, including data collection and evaluation to improve outcomes for affected families.
